Houston Home Repair Program Runs Out of Funding

HOUSTON — Houston’s general Home Repair Program has exhausted its funding and stopped reviewing additional applicant files, leaving residents already waiting for assistance on a list until more money becomes available.

The city’s Housing and Community Development Department announced the closure on its official Home Repair webpage. The department said unserved applicants will remain on the existing program list and will be notified if funding is restored.

The program helps low- and moderate-income homeowners repair or rebuild homes with conditions that threaten health and safety. It gives consideration to homeowners age 62 and older, families with children under 18 and people with disabilities. Repairs may address serious problems involving roofs, electrical systems, plumbing, accessibility and structural safety.

To qualify under the general guidelines, applicants must own and live in the home, meet income limits, remain current on property taxes or an approved payment plan, and have a property located outside the floodway. The city says both the standard program and the separate program for 2015 flooding events have exhausted their funds.

The pause could have a significant effect in older Houston neighborhoods, where fixed-income seniors and longtime homeowners may struggle to pay for major repairs. Delayed work can allow roof leaks, electrical hazards or accessibility problems to worsen, increasing the risk that residents will eventually be displaced from homes they have owned for years.

A separate disaster-recovery program remains available for some homeowners. The city’s DR24 Single-Family Home Repair Program is accepting requests from eligible residents whose primary homes were damaged by the May 2024 derecho or Hurricane Beryl. Residents can call 832-394-6200 to request an application packet and confirm eligibility.

Homeowners who do not qualify for DR24 may also explore nonprofit or federal options. Rebuilding Together Houston offers certain no-cost repairs for qualified residents, including limited programs for seniors, veterans and homeowners in selected neighborhoods. Houston Habitat for Humanity also operates critical-repair programs, though eligibility and availability vary.

The city has not announced when funding for the general program will return. Current applicants should keep their contact information updated so the department can reach them if new money becomes available.
