Belize moves to measure real impact of Blue Economy

By Zoila Palma:  The Government of Belize is advancing a new “Blue Economy Monitoring, Reporting and Verification (MRV) System” aimed at measuring how the country’s marine and coastal resources benefit both people and nature.

The initiative is being led by the Blue Bond and Finance Permanence Unit within the Office of the Prime Minister, in partnership with the Ministry of Blue Economy and Marine Conservation, the Inter-American Development Bank (IDB) and Stanford University’s Natural Capital Alliance.

A stakeholder workshop held today brought together representatives from government, civil society, academia, the private sector, NGOs and development partners to develop and validate methods for measuring key Blue Economy indicators. The system is intended to eventually become a nationally owned and institutionalized tool to support long-term ocean governance, conservation and sustainable development.

Building on work that began in 2025, the latest phase is focusing on three priority areas: the health and extent of marine ecosystems, the number of people protected from coastal hazards, and Blue Economy jobs and livelihoods.

Participants examined ways to monitor coral reefs and mangroves, address existing data gaps on seagrass, assess coastal protection through the InVEST Coastal Vulnerability model, and improve tracking of employment and economic opportunities.

The Government says the MRV system goes beyond simply collecting data. It is intended to determine whether investments and conservation initiatives are producing measurable results, including healthier ecosystems, stronger coastal resilience, improved livelihoods and tangible benefits for communities. The initiative also supports Belize’s “People-Centric Conservation Agenda”, linking the health of the country’s natural assets to the well-being and economic security of Belizeans.

“The MRV system will also help Belize better assess whether investments under the Belize Blue Bonds and other conservation and Blue Economy programmes are producing healthier ecosystems, greater coastal resilience, stronger livelihoods, and meaningful benefits for communities,” the Ministry said.

As Belize seeks greater public, private, concessional and results-based financing for its Blue Economy, the Ministry say credible measurement and verification will be critical to demonstrating impact, accountability and value for money.
