Tshisekedi opens DRC dialogue — but shuts out M23
President Félix Tshisekedi has announced the launch of a national dialogue “lasting a maximum of three months”, while ruling out the participation of the AFC/M23 rebels. A door remains open, however, to fighters who individually renounce armed struggle.
