Cabinet issued decisions at the 29th and 30th meetings held on 8 and 15 September 2026, respectively.

Consumer protection
The Cabinet directed the Ministry of Industries, Mines and Energy to draft the Consumer Protection Bill in accordance with the institutional model as directed by Cabinet.
Cabinet further approved, in principle, the establishment of the Consumer Protection Agency, through a hybrid model, as a semi-autonomous entity.
Universal Periodic Review
Cabinet approved Namibia’s responses to the 289 Universal Periodic Review (UPR) recommendations, of which 254 are supported and 35 noted.
Cabinet further authorised the Ministry of Justice and Labour Relations to submit the approved responses to the Working Group on the UPR through the Ministry of International Relations and Trade for adoption on 24 September 2026.
Social Media Audit Report
Cabinet took note of the Social Media Audit Report and directed all offices/ministries/agencies (OMAs) and local authorities to implement the recommendations contained in the Social Media Audit Report for Quarter 1 of the 2026/2027 financial year.
This includes updating social media biographies to clearly reflect institutional mandates and accurate contact details; linking official Facebook, X (formerly known as Twitter) and Instagram accounts to facilitate cross-posting, improve account verification and make it easier for the public to navigate between official platforms; and activating and maintaining social media accounts or deactivating and removing dormant accounts to avoid public confusion and reduce the risk of impersonation.
Commonwealth sports ministers’ meeting
Cabinet took note of the report on the participation of the Minister of Education, Innovation, Youth, Sports, Arts and Culture at the 12th Commonwealth Sports Ministers Meeting and Related Engagements, held in Glasgow, Scotland, United Kingdom, from 21 to 24 July 2026.
Cabinet directed the Ministry of Education, Innovation, Youth, Sports, Arts and Culture to ensure that the existing budgetary provision is effectively utilised to strengthen para-sport programmes and support the development of athletes with disabilities, with clear implementation targets and measurable outcomes.
Cabinet further authorised the Ministry of Education, Innovation, Youth, Sports, Arts and Culture, through the Namibian High Commission in the United Kingdom, to translate engagements with the City of Glasgow College and Glasgow Caledonian University into structured Memoranda of Understanding and practical cooperation programmes, with priority given to maritime education and training and the creation of industry.
New Era
Cabinet took note of the 2024/2025 New Era Publication Corporation (NEPC) Annual Report and authorised the Ministry of Information and Communication Technology to table the said report in the National Assembly.
El Niño
Cabinet took note of the El Niño status, its predicted strengthening, and potential impacts thereof on the Namibian climate for the period of September 2026 to March 2027.
Cabinet directed the Ministry of Works and Transport, in collaboration with the Office of the Prime Minister, the Ministry of Agriculture, Water and Land Reform, and other relevant offices/ministries/agencies (OMAs) to coordinate and conduct an awareness campaign on the potential suppressed rainfall and high temperatures due to the El Niño climate forecast.
SADC summit
Cabinet took note of the 46th SADC Summit of Heads of State and Government report.
Cabinet further directed the following offices/ministries/agencies (OMAs) to take action in their areas of responsibility: Office of the Prime Minister; Ministry of Agriculture, Water, Fisheries and Land Reform; Ministry of International Relations and Trade; Ministry of Finance; Ministry of Environment, Forestry and Tourism; Ministry of Home Affairs, Immigration, Safety and Security and Ministry of Industries, Mines and Energy.
Cabinet further took note that the Summit deliberated on key issues which include the election of Chairpersons and Deputy Chairpersons, the status of Member States’ Contributions, the report of the Outgoing Chairperson of the Organ on Politics, Defence and Security Cooperation, and the implementation of the Regional Indicative Strategic Development Plan.
