By Zoila Palma: Cabinet has approved amendments to the Cybercrime Bill aimed at clarifying the scope of offences while ensuring the legislation aligns with constitutional protections for freedom of expression.
According to the Cabinet statement, the changes are intended to preserve the Government’s ability to prosecute serious forms of technology-facilitated abuse, including malicious deepfakes, online impersonation, extortion, threats, and targeted harassment.
At the same time, the amendments seek to safeguard freedom of expression, political debate, journalism, satire, and public accountability.
As part of this safeguard, the cabinet release notes that the DPP’s written consent will be required before the prosecution of an offence can occur.
This latest revision comes after concerns were raised by media organizations, civil society groups, and members of the public that earlier provisions of the Cybercrime Bill could have had unintended consequences for free speech and press freedom.
