By Zoila Palma: A newly released U.S. State Department report alleges that Cuba has spent decades building a broad network of political, intelligence and ideological influence across Latin America and within the United States, NBC reports.
The nearly 100-page report, titled “Cuba: The Capital of 21st Century Communism”, argues that Havana’s influence stems less from its economic or military strength than from its ability to build alliances, support political movements and maintain networks across generations.
The report highlights Nicaragua and Venezuela as key examples of Cuba’s regional influence. It alleges that Havana provided arms, training and logistical support to Nicaragua’s Sandinista movement before and after it overthrew the Somoza government in 1979. It also claims that, following Hugo Chávez’s rise to power in Venezuela in 1999, thousands of Cuban personnel became involved in government institutions, social programs, security and intelligence operations in exchange for subsidized oil.
A significant portion of the report focuses on Cuban intelligence and alleged espionage operations targeting the United States.
It cites cases involving former U.S. Ambassador Victor Manuel Rocha, former Defense Intelligence Agency analyst Ana Montes and members of the so-called Wasp Network. The report also examines organizations involved in exchanges and solidarity programs between Cuba and U.S.-based activists, including the Cuban Institute of Friendship with the Peoples, or ICAP.
The report comes as the administration of President Donald Trump increases scrutiny of Cuba’s role in the Western Hemisphere, with Secretary of State Marco Rubio accusing Havana of supporting revolutionary movements and left-wing political networks.
Meanwhile, Cuban officials have rejected the allegations, with Foreign Minister Bruno Rodríguez accusing the United States of ignoring anti-Castro groups operating from U.S. soil.
