ICASA Approves Transfer of Cybertek Telecom Licences to Optipulse

South Africa’s communications regulator, the Independent Communications Authority of South Africa (ICASA),  has approved the transfer of two telecommunications licences from Webdev CC trading as Cybertek to Optipulse (Pty) Ltd.

In a notice issued under Section 9(5) of the Electronic Communications Act, ICASA said it had considered applications for the transfer of ownership of an Individual Electronic Communications Network Service (I-ECNS) licence and an Individual Electronic Communications Service (I-ECS) licence held by Webdev CC t/a Cybertek.

The regulator said it approved both applications on 18 August 2026, clearing the way for the licences to be transferred to Optipulse.

The I-ECNS licence authorises the provision of electronic communications network services, while the I-ECS licence covers the provision of electronic communications services. The transfer represents a change in ownership of Cybertek’s licensed telecommunications operations to Optipulse.
