By Zoila Palma: Today, the Government of Belize, through the Ministry of Blue Economy and Marine Conservation (MBEMC), officially launched the Biodiversity Beyond National Jurisdiction (BBNJ) Implementation Project marking a significant step toward translating Belize’s international ocean commitments into national action.
The BBNJ Agreement is an international treaty under the United Nations Convention on the Law of the Sea (UNCLOS) aimed at conserving and sustainably using marine biodiversity in areas beyond national jurisdiction.
These waters account for approximately two-thirds of the world’s oceans and are considered critical to global efforts to protect marine ecosystems and achieve the international goal of conserving at least 30 percent of the ocean by 2030. Belize became the first Caribbean country to ratify the agreement in 2024, strengthening its position as a regional leader in ocean governance.
The 18-month project is funded by the Global Environment Facility (GEF), with the United Nations Development Programme (UNDP) serving as the implementing partner, and is scheduled to conclude in December 2027. The initiative will support Belize in strengthening its capacity for marine scientific research, accessing and benefiting from marine technology, building technical and institutional expertise, and participating in the governance of marine genetic resources.
Speaking at the launch, MBEMC Chief Executive Officer Beverly Wade emphasized the importance of connecting Belize’s international commitments with its national ocean priorities. “Internationally, BBNJ gives Belize an additional platform to protect the wider ocean systems upon which our prosperity and resilience depend, while opening pathways to knowledge, technology and partnerships that can strengthen our national agenda,” Wade said.
Ambassador Janine Coye-Felson also highlighted the need to turn Belize’s international leadership into tangible national benefits. She said the agreement must be translated “from international commitments into national laws, capable institutions, scientific expertise, and tangible opportunities for our people.”
The Ministry said it will work with national and international stakeholders throughout the project to strengthen Belize’s preparedness under the BBNJ Agreement and advance sustainable ocean management for present and future generations.
